The Housing and Community Development Division creates and maintains a viable urban community by providing affordable housing opportunities, neighborhood improvements, human services and expanded economic opportunities, principally for low and moderate-income residents of Orange County. We are looking for a qualified individual to fill the position of Senior Planning and Development Assistant. This position performs responsible planning and administrative work developing and implementing a variety of federal, state and local community development and housing programs to include, but not limited to, the Community Development Block Grant, Home, and Emergency Shelter Grant and State Housing Initiative Partnership Programs.
Duties are performed with independence using professional planning and analytical techniques. Direction and supervision is received from the Program Manager who assigns and reviews work.
Job Description
Representative Duties/Assignments
Duties may vary based on area of assignment.
* Conducts research and prepares written reports concerning affordable housing, fair housing impediments, homelessness, and other community development needs.
* Plans and implements citizen participation for grant applications, which include public hearings. Provides technical staff support through formal presentations, publications, research and reports.
* Assist in writing and preparation of federal grant programs and reports including Five Year Strategic and Action plans.
* Assists in the evaluation of funding proposals, makes recommendations based on eligibility and cost effectiveness and writes letter of project support.
* Coordinates Environmental Assessments with appropriate state and local agencies.
* Prepares or assists in preparation of agreements for project administration, inter-local agreements, and requests for proposal.
* Assists with administering federally funded Capital Improvement Projects (CIP) and preparing, CIP project administration agreements. Assists with monitoring compliance of Labor Standards and related requirements.
* Reviews certified payroll reports, annual/semi-annual reports to federal agencies. Prepares discrepancy letters and resolves labor compliance issues for CIPs. Utilizes computer software programs for programmatic administration.
* Exercises mature, independent, and professional judgment based upon prior experience, and the best available data for determining appropriate strategies, programs and recommendations.
* Assists in implementing strategies identified in the Action Plan, including but not limited to, community outreach and fair housing activities.
* Perform other duties as assigned.
Minimum Qualifications
Bachelor's degree from an accredited institution in Planning, Public Administration, or applied Social Sciences (Economics, Business Management, Communications or Education) and three years of responsible experience in federal, state, and local government housing and community development; or an equivalent combination of education or experience.

CDBG, ESG and HOME Training and experience

Pay Grade: 015 - From $24.27 to $31.55
